Summary: Avencion, FHI 360 and Gates Foundation developed a REMS (Routine Efficiency Monitoring System) tool that uses existing budget, expenditure, and health output data to guide resource allocation decisions across national, provincial, district and facility levels, and identify best practices to promote knowledge sharing. REMS uses existing data to link financial inputs to health outcomes for HIV/AIDS in two of the ten provinces in Zambia. The FCCP team was tasked to gain an understanding of the REMS tool and various stakeholders in the healthcare ecosystem. Team was also tasked to conduct research and determine if there are untapped potential and opportunities such as other health areas or geographic locations.
